Bundle small flowers, leaves and berries together then wrap the bundle with florist tape and set aside.  Continue making small bundles until you have enough to cover the entire crown.

Using florist wire, cover with florist tape.  Bend the ends and connect.  Jill let me know that this is an easy way to adjust the size of the crown to fit perfectly.  Starting at one end, attach flower bundles to wire crown with florist tape.  Continue adding bundles until the wire crown is covered.  Next, add berries or greenery to any sparse areas.

If you have large flowers to add, do so now.  Push the flower stems into the bundles and affix with florist glue or tape.  Jill mentioned that when working with large flowers, find balance by adding one at a time and taking a look from a variety of angles before adding another.
